For governance to be promoted effectively throughout an organisation the following functions should be supported:

  • Stakeholder groups
  • The leadership team
  • Managers
  • Supervisors
  • Other functional team leaders

The leadership team should establish and maintain an integrated governance framework that goes across the organisation. This should co-ordinate and direct good governance activities such as described policies, processes and outcomes that support the desired governance principles sought by the organisation.

Effective oversight, direction and responsibility are key ingredients in this activity.

Decision makers must have responsibility and authority for agreed actions, supported by adequate competence and further training.

Good delegation and diaphanous decision making are key. Furthermore, effective and clearly defined delegation is needed to ensure that sound governance arrangements operate smoothly throughout the organisation.

To underpin this a sound programme of internal controls should be established and defined. Good reference Standards such as BS ISO 37301 – Compliance management systems offer a sound point to establish a programme of controls that uses a specification framework.
